College Station City Council is considering adding additional options for Single-Family Overlays, however there is little chance the option-no more than 2 unrelated- will be included in the "pick list" if the Planning and Zoning Commission is any indication. The March 7 workshop included a few additional suggestions by Jennifer P. but everything with "teeth" will likely be relegated to a separate "process" and require a much higher requirement for approval. The current overlay approval requirement is 50% +1. Jeremy Osbourne and Bill Mather would prefer anything that "takes" from a neighborhood rental owner should require at least 75% or 80% approval or better yet deed restrictions/Home Owners Associations." Is there any chance any neighborhood can get 75% of all property owners to agree on anything?
The Heart of Southside and McCullough Neighborhood Conservation Overlays may be the only two in College Station ever!
It's extremely difficult to get 75% of all property owners to agree on anything especially if they are already high rentals. Is there a reason that a City would place that requirement on a neighborhood? I believe a HOA only needs 50%+1 which aligns with the current overlay approval and that makes sense. Who gets to define that percentage requirement? Voters, City Council, P&Z, City Staff
Does the City make money off of rentals? Just wondering why Osbourne and Mather would prefer rentals.
