According to jguerra4council.com, Joe is a Texan through and through. He can trace his Texan roots back to 1875, that’s where the paper trail ends. Joe’s Great Grandma was born in Starr County Texas in 1875. His Grandpa was born in San Diego Texas in 1903. His Father was born in Kingsville Texas, and his Mom in Geronimo Texas. Joe was born in Corpus Christi, Texas as well as his wife Angela. Angela’s Dad was born in Kingsville, Texas and her Mom was born in Beeville Texas. Joe and Angela have three kids, Isaac, Olivia and Victoria, born in Corpus Christi, Texas and in Austin Texas.
Joe accepted a job with the City of College Station Planning and Development Services as the City’s Transportation Planning Coordinator in 2008 and that is what brought the family from Austin Texas to College Station. He left the City's employment in October of 2013 and presently works for a consultant engineering firm in Katy,Texas, as a Transportation Planning Project Manager. The firm primarily represents public interests (i.e. TxDOT, municipalities).
Joe’s family is Catholic and are members of St Thomas Aquinas Catholic Church.
Joe served as Vice President of the Castlegate HOA from 2015 to 2017.
Joe was a 3rd degree member of the Knight of Columbus Council 3110, and transferred his membership to Council 3205 at St Thomas Aquinas.
Heis also a member of the Bryan/College Station Hispanic Forum, and serves on the scholarship committee. Joe is currently President of the Wellborn Lion's Club, and Joe serves on the City of College Station Planning & Zoning Commission
