2026 Annual Meeting Recap

CSAN HOLDS ANNUAL MEETING A LARRY J. RINGER LIBRARY

Last night, CSAN held its annual meeting at the Larry J. Ringer Library from 6:00 to 7:30 pm. Turnout was great, and included two City Council members, Bob Yancy and David White. CSAN provided a complimentary meal of sandwiches, chips, water, and homemade cupcakes—thank you to Caron Davis for baking those delicious treats!



The meeting agenda included an overview of CSAN’s activities and initiatives over the past year, a special recognition of Linda Bendiksen, who is retiring from the CSAN board after many years of service, and a discussion forum where attendees provided feedback on issues that matter most to them. While Texas law precluded the council members from participating directly in the discussion, they listened closely, which was the key.


2026 CSAN INITIATIVES AND ACHIEVEMENTS

CSAN President Lloyd Davis highlighted several key initiatives:

  • SB1567: CSAN opposed SB1567, which abolished any occupancy restrictions other than those related to building codes and safety in Bryan and College Station. CSAN and the City of College Station actively contested the bill throughout the 2025 legislative session, traveling to Austin multiple times to testify, and contacting lawmakers via email and phone. Despite these efforts, the bill passed and eliminated the long-standing “no more than four” occupancy restriction in College Station that had been in place since 1939. SB1567 was effective as of September 1, 2025. HOAs are excluded from SB1567.

  • Proposed Data Center Project: CSAN collaborated with neighborhoods, HOAs, and citizens to oppose a proposed Data Center between the Midtown Development and nearby residential areas. At the September 11, 2025 city council meeting, a standing-room-only crowd voiced concerns over transparency, power and water demands, and neighborhood fit. 75 citizens of College Station signed up to speak. No speaker supported the data center, and after nearly seven hours, the council unanimously voted 7-0 to deny the project.

  • City-Wide Parking Strategy: CSAN continues to lead efforts addressing street safety and overcrowding. Parking was a key topic during the discussion session and will remain a focus as the 2026 elections approach.

  • Pebble Creek Parkway Extension: CSAN advocated for removing this extension from the Comprehensive Plan. At the April 9, 2026 City Council meeting, city staff and citizens voiced their recommendations and concerns. City staff position was to leave the extension on the Comprehensive Plan. After considering the staff recommendation, and alternative proposals from citizens, including a restricted emergency-vehicle-only lane and an expanded regional interconnected trail system, the council voted 4-3 to remove the Pebble Creek Parkway extension from the Comprehensive Plan.


BOARD UPDATES AND RECOGNITION

  • New Board Member: Kerry Roper, a resident of Pebble Creek, was elected at the Annual Meeting. Kerry played a crucial role in persuading City Council to remove the Pebble Creek Parkway extension from the Comprehensive Plan.

  • Honoring Linda Bendiksen: CSAN presented Linda with a copy of And They Called It College Station, inscribed with a personal message thanking her for her many years of service to CSAN and the College Station community.



DISCUSSION AND FEEDBACK SESSION

Moderated by Shelby Behm and Peter Bastian, the discussion session drew on a survey prepared by Chuck Elliott and Shelby Behm, and circulated to attendees as they arrived to the meeting. Attendees raised concerns regarding parking, trust, enforcement, and housing. This feedback will guide CSAN’s priorities for the upcoming 2026 elections and help shape conversations with candidates.


COMMUNITY GIVING

Finally, with the help of board members Linda Harvell and Peter and Cheryl Bastian, CSAN donated all remaining sandwiches, chips, water, and Caron Davis’ delicious cupcakes to the College Station Police Department. We’re confident the CSPD Break Room enjoyed every bite!
