Half the City Drains into One Creek — What That Means for College Station's Middle Housing Push

will require — and to fund that detention infrastructure comprehensively now, rather than piecemeal, lot by lot, as development occurs.

When College Station's City Council gathered on April 9th, 2026, Chuck Elliott, CSAN board member, brought a message that was equal parts data and warning: nearly half of the city drains into a single watershed, the Bee Creek Basin, and that basin is quietly becoming the bottleneck for one of the city's biggest housing policy goals — Middle Housing density.

The Basin Problem

Look at a map of College Station and the pattern is striking. The Bee Creek Basin sprawls across roughly half the city's footprint, stretching from the western neighborhoods near Wellborn Road all the way out past Emerald Forest to the east. When a watershed that large is asked to absorb more impervious surface — driveways, rooftops, parking pads — detention capacity stops being a neighborhood-level concern and becomes a city-scale engineering problem.

That distinction matters because of what's happening on the ground in Middle Housing (MH) zoning. CSAN's presentation walks through a real example: three single-family lots of 5,000 square feet each, now housing three buildings with 10 bedrooms apiece. Under the International Property Maintenance Code, that's 60 occupants allowed across the three structures — sharing just 12 parking spaces, and requiring more than 85% lot coverage to make the math work. Multiply that pattern across a basin that touches half the city, and the strain on stormwater infrastructure adds up fast.

When One Pond Serves Four Houses

Chuck's presentation included a very explicit illustration — a detention pond quietly serving four separate structures. It's a case study in cascading risk: a single point of failure if the outlet clogs, cumulative peak flows arriving simultaneously even when each site individually meets code, unclear responsibility for maintenance, and — perhaps most importantly for downstream neighbors — any underperformance simply exports flooding risk further down the watershed.

That last point is why Emerald Forest residents, sitting downstream in the basin, have a direct stake in how the city handles impervious coverage exceptions upstream.

The Ask: Different Rules for Different Zones

Rather than opposing density outright, CSAN's proposal draws a distinction between housing types. Middle Housing needs impervious coverage flexibility to hit the density numbers the city wants — increased student population density that makes MH genuinely competitive with General Suburban (GS) housing for student renters. But that same flexibility, applied to GS lots — where examples show impervious coverage already creeping past 90% — should be far harder to obtain, requiring a full Zoning Board of Adjustment review rather than an administrative exception.

The underlying logic: concentrate the necessary trade-offs where density is intended to grow, and tighten the gate everywhere else.

A Bigger Study, Done Once

Perhaps CSAN's most consequential recommendation is procedural rather than architectural. CSAN is asking the city to broaden the scope of its existing Bee Creek Basin Study to explicitly model how much detention capacity the anticipated growth in MH student housing will require — and to fund that detention infrastructure comprehensively now, rather than piecemeal, lot by lot, as development occurs.

The argument is straightforward: engineering detention capacity at scale, up front, is cheaper than retrofitting a patchwork of small ponds after the fact — and it avoids exactly the shared-liability, single-point-of-failure problems the presentation documents.

Whether the Council adopts this framework, the underlying tension it names — between a citywide density goal and a watershed that doesn't respect zoning lines — is one College Station will likely keep confronting as Middle Housing continues to fill in.
